Week 2 - Research Proposal

What is my current topic? My topic is "Should Korean government change and develop the cyber diplomacy policy?". I will persuade people who think Korean government does not need to change the policies. I will persuade people to think Korean cyber diplomacy policies should be changed by explaining the problem of korean cyber diplomacy as compared with other countries. What are my guiding questions? I am curious about the current statement of korean cyber diplomacy and the grade of korean cyber diplomacy in the world. Also, I wonder the real off-line diplomacy affect cyber diplomacy. If the ranking is good, I will reaserch what policies make the evaluation of korean cyber diplomacy be good and if the ranking is bad, I will reaserch what policies make the evaluation of korean cyber diplomacy be bad. and I want to know what country is strong in the cyber diplomacy in the world. I think my reader will have the question 'How can we apply other country's diplomay in korean system?', 'If the ranking is good, does the state really mean value of korean cyber diplomcy is great?' What are my current thoughts? I doubt whether my background knowledge is correct. I think Korean cyber diplomacy is weak even though the technology of internet computer is good. It is because Korean government did not deal with the internetional problem in cyberspace such as the dispute between Korea and Japan about Dok-Do. so, I want to know my background knowledge is correct and if it is correct what is the reason. In my oppinion, one of the reasons is leak of governing organization of cyber diplomacy and inperception of Korean about a importance of cyber diplomacy. Thus, I will persuade people to recognize importance of cyber diplomacy. What is the opposition? My opponents will say that Korean cyber diplomacy policies does not need to change and the change is not efficient and important the current situation in Korea. Also, they will assert Korea have many things to change, so change of cyber diplomacy is next thing to do. and the cyber diplomacy is at the stage of starting in every nation, so there is not countires to compare with. Moreover, they will say the state of korean internet ability is at high, so the cyber diplomacy policies are also at high and there is no big change or development even if the Kroean cyber diplomacy policies are changed. They maintain if the Korean government have time to develop and change the cyber diplomacy policies, Korean government should develop and change the real off-line diplomacy.
