My Topic:
Korean government should change and develop cyber diplomacy policy.
What I hope to learn from this source:
The meaning and range of cyber diplomacy.
Notes:
1. Digital Diplomacy(ediplomacy), Cyber Diplomacy mean the same thing - The terms appear to be used interchangeably which seems to suggest that they are just competing terms meaning the same thing.
2. Help achieve diplomatic objectives - Digital diplomacy has been defined as the use of the Internet and new information communication technologies to help achieve diplomatic objectives.
3. Diplomacy that uses the internet - the kind of diplomacy that uses the internet, regardless of whether the actors involved are government appointed diplomats or civil society actors.
4. UK, US DEFINE - The UK Foreign and Commonwealth Office defines digital diplomacy as 'solving foreign policy problems using the internet', a narrower definition that excludes internal electronic collaboration tools and mobile phone and tablet-based diplomacy. The US State Department uses the term 21st Century Statecraft The Canadian Department of Foreign Affairs, Trade and Development calls it Open Policy.
Final Thoughts:
Cyber diplomacy is not defined just clearly one. It includes all activities to help diplomacy in cyberspace, so government should keep its eyes on everything that can be attacked or attack and make benefit to Korea. I aware civil society actors are included in cyber diplomacy. Before I read, I think civil actors like 'VANK' is just supporter.
