My arguments based on evidence. Frankly, I researched very, very hard but the evidences are not that deep. It is because there are not many researches that I want to say and cite. But, I am sure that every sauces are connected, so readers can agree with my argument at the end.
Before entrance the argue that should Korean cyber diplomacy be changed and developed quickly to hold a dominant position in the future, we should know exactly the definition of cyber diplomacy. Thus, it indicates everything that we can do on cyber space. It is easy that people misunderstand that cyber diplomacy is not that serious. But, According to 'United States cyber-diplomacy', Hillary Clinton said that We're working to leverage the power and potential in what I call 21st century statecraft. It means cyber diplomacy can be device that governing and power in the world.
We can see the background of this in the sauce 'Korean Cyber Attack'. On March 20th, around 2pm, a series of computer attacks ripped across South Korea. These attacks hit the computer systems of MBC, KBS, YTN, Shinhan Bank, Nyeonghyup Bank, and Jeju Bank. It is not simple attack by hacker. It is indicated that one country can collapse. Then, why the Korea did not act quickly and appropriately? Of course, it is very difficult to prepare and block attacks. But, we should not give up just because it is difficult to block. It is because the doubt political intervention event of cyber department. It has brought a lot of backlash. Because of this event, works and ability that cyber department did before are doubted and cyber department cannot work quickly and propper because it should answer a lot of questions, so cyber diplomacy cannot run effectively. the other is South Korea’s vulnerability to cyber attacks.

For strong cyber diplomacy, defense is no less important than effective attack. These hackers could become cyber security specialists, called “white-hat” hackers, or malicious “black-hat” hackers who would pose transnational cyber security challenges unless the government addresses them.
So then, How can we fing the solution? To find the solution, we can reflect policies of other countries. According to 'United States cyber-diplomacy', as stated by Under Secretary of State for Public Diplomacy and Public Affairs, the mission of American public diplomacy is to support the achievement of U.S. foreign policy goals and objectives, advance national interests, and enhance national security by informing and influencing foreign publics and by expanding and strengthening the relationship between the people and government of the United States and citizens of the rest of the world. Cyber space has also become a foreign policy issue in multilateral fora, in our bilateral relationships, and in our relationships with industry and civil society. U.S. Department of State in cyber-diplomacy has led the State Department to currently have Facebook pages, Twitter accounts, channels on YouTube and Flickr.
